Indicators, tools and guidelines for gender assessment
The gender tools development undertaken in ENERGIA Phase 3, is conducted
based on the past ten years of the ENERGIA Network's experience and assessment
(see M. Skutsch, 2004).
This has demonstrated that although there are a number of general gender
analysis tools and methodologies described in the general development
literature, there are no gender methods specifically designed for the
energy sector. The challenge is therefore to develop new tools for use
in energy policy and project design to assist policymakers and planners
to build in gender and energy components as a matter of course. The tools
developed form the building blocks of the ENERGIA training packages.
Activity update
- Testing of gender tools for energy project planning with ITDG-EA
in Kenya
The Technology and Development Group (TDG) have developed a set of gender
data analytic tools for ENERGIA. These tools are designed for rural
energy project planning in developing countries. The users of the tools
are anticipated to be (a) energy planners who want to include gender
aspects in projects and (b) social and general development planners
who want to include energy in their work.
The draft tools were field-tested in Kenya, partly at ITDG-EA in Nairobi
and partly at project sites in rural Kenya, under the coordination of
Otto Wormgoor, a research assistant with TDG. Field-testing took place
from 16 June to 29 August 2003. The testing gave new insights about
the tools and recommendations for further improvement were given.
The gender tools were used in the development of the training package
'Gender and Energy Project Planning, including Participatory Needs Assessment'.
They are still to be tested in an Asian field setting.

- Gender Equity Strategy and Action Plan for the Rural Electrification
Board of Bangladesh
In May 2004, ENERGIA in partnership with Engineers and Consultants Bangladesh
Ltd (ECBL), has developed a Comprehensive Gender Strategy and Action
Plan (GES and AP) for integration into the Rural Electrification Board
(REB) Master Plan. The development of the GES and AP was carried out
with financial support from the Royal Netherlands Embassy, Dhaka. The
Gender Equity Strategy (GES) addresses three main categories of issues,
namely organisational issues, increasing gender equity of women employees
and rural women's empowerment. Recommendations for implementing the
GES at different levels - macro, meso and community levels - are also
provided.

International Working Group
Dr Wendy Annecke, of Gender and Energy Research and Training a senior
technical advisor to ENERGIA and a member of the South Africa Gender
and Energy Network, provides gender input to the Monitoring and Evaluation
for Energy and Development (M&EED) International Working Group meeting.
