Consolidation of National Networks

In Phase 3, the regionalisation activities for consolidating and strengthening the network in Africa and Asia will continue to be important.

Activity update

  • One-off Activities in Asia
    ENERGIA invited those Asian National Focal Points (NFPs) who had not yet applied for seed funding to submit proposals for one-off events/activities within a budget of €1500. Under this initiative, Prokaushali Sangsad Limited, the NFP for Bangladesh was supported to undertake a knowledge-sharing event and a capacity-building workshop on gender and energy. The events took place early November 2006.
  • Regional Network Meetings
    As ENERGIA embarks upon Phase 4 of its activities in January 2007, meetings of the Asian and African National Focal Points are being organised. The Asian meeting was held from 1-3 November, while the African meeting will take place from 29 November to 1 December.
  • South Africa Network Update
    In March 2006, members of the South African Gender and Energy Network (SAGEN) were part of a research team that conducted an audit of women in the energy sector. The report, entitled "Audit of Women in the Energy Sector - Ten Years On", examines how women have entered the energy sector and the role they play in it. According to the report, the number of women academics in the sector is falling while the number of women entrepreneurs is increasing. Wendy Annecke - a SAGEN member - has just completed a chapter for a book in the Municipal Services series to be published in Canada and South Africa. Her chapter is called "Turning the lights on: a gendered history of electrification and service delivery in South Africa". SAGEN members have also been active at key discussion forums at the national level. They attended a one-day symposium, sponsored by the World Petroleum Council and hosted by the Department of Minerals and Energy, to encourage young women to enter this subsector and a workshop in August 2006 on the potential for biofuel production by rural women.
  • Ghana Network Update
    The Gender and Energy Network in Ghana was invited to the launch of the Energy for Poverty Reduction Action Plan (EPRAP). The EPRAP is one of the key outputs of an eighteen-month long cross-sectoral collaboration between the Ministry of Energy as the executive agency and other key ministries and agencies of government with critical inputs from civil society organisations. The action plan is meant to serve as an "Energy Note" to mainstream energy in the Growth and Poverty Reduction Strategy (GPRS II). The Kumasi Institute of Technology, which has played a key role in developing the EPRAP, now wants to collaborate with the Ghana Gender and Energy Network in developing the capacity of its staff, particularly for gender-disaggregated data collection.
  • Lesotho Network Update
    The Gender and Energy Network of Lesotho (GENOL) has been using events that target a cross-section of the population as platforms for disseminating gender and energy issues. Among such events were the International Women's Day celebrations on 8th March and the African Women's Month in August. Agricultural shows, cultural festivals, church services and conferences of women's organisations are also used to create awareness of gender and energy issues. GENOL has also been using its contacts with the Lesotho Government to advocate gender mainstreaming. For example, Khalema Redeby Consultancy Services - the NFP in Lesotho - is a member of the government's Rural Electrification Forum, a consultative body to the Department of Energy on issues relating to accelerating rural electrification planning and implementation.
  • AIWC Dissemination Workshop
    The All India Women's Conference (AIWC) conducted a dissemination workshop on Gender and Energy at Maneser, Gurgoan on 25th June 2006. Around 80 women from all over India participated in the workshop.
  • Training by the Gender and Energy Network in Ghana
    The Gender and Energy Network in Ghana has recently embarked on the development of training programmes to encourage women to venture into male-dominated fields of work. So far, 80 women have graduated from training programmes in the area of metal machining, welding and fabrication, auto-body spraying, auto mechanics, still photography and auto-electrical work. Most of the women are working as apprentices to master craftsmen, and a few of them have started their own ventures.
  • Tool Testing in Asia
    In December 2005, ENERGIA opened the call for proposals for "Testing of Gender Tools for Energy Project Planning in Asia". Proposals were received, reviewed and the following three tool testing proposals were approved:
    1. Testing of gender tools in the Improved Watermills Project, GEWNET, Nepal
    2. Testing of gender tools in North East India, Dr. Govind Kelkar and Dr. Dev Nathan, India
    3. Testing of gender tools in alternative Energy Development Board (AEDB) project in Pakistan, AKRSP, Pakistan

    The tool testing activities began in May 2006 and will be extended until October. A final report on each of the activities would be ready before the end of 2006 and special attention will be paid to the lessons learned during the tool testing process.

  • NAAN Refresher Course
    12-23 June 2006, Kathmandu, Nepal
    The Netherlands Alumni Association of Nepal (NAAN) organized this gender and energy refresher course. ENERGIA was able to fund the participation of Ms. Fareeha Ummar -Coordinator of Energia Pakistan- and Mr. Nasrullah Salim -member of the Steering Committee of the Gender and Energy Network Indonesia. Other ENERGIA network members made presentations: Ms. Soma Dutta -Asia Regional Coordinator- presented the regional gender and energy perspective and ENERGIA's role in it; Ms. Indira Shakya -member of GEWNET- presented the CSD 14 outcomes, while Ms. Moon Shreshta and Mr. Ganesh Shrestha -also members of GEWNET- shared national level experiences on gender and energy networking.

  • Seed Funding for the All India Women's Conference
    ENERGIA has approved seed funding to its focal point in North India for activities to strengthen the Gender and Energy Network in India. Activities planned for this year include:
    • Establish a Steering Committee in collaboration with EPTRI, the Focal Point for South India
    • Generate awareness at grassroot level on gender and energy through training workshops, by making use of the Panchayati Raj institutions
    • One-day workshop "Mainstreaming Gender Issues in Energy Policy in India for Developing the Gender Face of Energy" to sensitise development planners and project managers and to develop skills to effectively integrate gender into day-to-day activities.
  • Mainstreaming Gender in Energy Policy - Integrated Research and Action for Development (IRADe), January 2006
    The paper is one of the outputs of IRADe successful national advocacy effort to mainstream gender into the India Energy Policy. The paper was preceded by the participation of IRADe in a “Expert Committee to formulate Energy Policy”, Planning Commission, (Power & Energy Division) on 13th June 2005 at Yojana Bhavan, New Delhi organized by Planning commission, Government of India. The meeting was attended by other members of the India Gender and Energy Network such as the focal point the All India Women's Conference (AIWC) as well as the representatives of State Governments, NGOs, academics and industry organizations. The paper also builds on the findings of the IRADe research project on “Does access to energy lead to gender empowerment in Himachal Pradesh" supported by ENERGIA. The paper aims to provide guidelines and lessons from the Indian experience on how gender concerns can be addressed in mainstream energy policy.

  • Training and Co-Facilitation of the Strategic Planning and Awareness Raising Workshop – Pacific Energy and Gender Network
    5-9 December 2005, Nadi, Fiji Islands
    Based on the request of the Pacific Energy and Gender Network (PEG) for resource person to assist them in the facilitation in the Strategic Planning and Awareness Raising Workshop – ENERGIA requested Ms. Christina Aristanti to provide the assistance based on the long term and previous collaboration between her and ENERGIA and also the fact that she had successfully assisted ENERGIA in the two similar regional planning meetings for the Asia region. In addition to the request for a facilitator, PEG also requested ENERGIA for a resource person to assist them in the Gender and Energy training that will be integral part of the planning workshop due to the fact that most of the members have limited knowledge on gender and moreover the link between gender and energy. In this regard, ENERGIA had engaged Ms. Anoja Wickramasinghe, a gender expert of the ENERGIA network from Sri Lanka. Unfortunately just a few days before the workshop, it was confirmed that Ms. Wickramasinghe would not be able to come to training workshop in Nadi, Fiji due to visa problems. It was in this regard that PEG requested the Ms. Christina Aristanti to also assist them to be the Gender and Energy Trainer.

  • Seed Funding for Gender Resource Information and Development Center (GRID) in 2005/2006
    ENERGIA has approved seed funding to its focal point GRID for activities in strengthening the Gender and Energy Network in Lao PDR. Among the activities planned for 2005/2006 are: conduct a consultation meeting with the steering committee and key government agencies, establish a core partners in the network, establish a national steering committee and its mandate, elaborate the role of the national focal point, translate and adapt gender tools and methodologies for energy project planning to the Lao context, and implement a training workshop on gender and energy and information dissemination within the network.
  • Seed Funding for ENERGIA Pakistan Network in 2005/2006
    ENERGIA has approved seed funding to its focal point Aga Khan Rural Support Programme for activities in strengthening the Gender and Energy Network in Pakistan. Activity include: Network membership drive initiative, finalise network structure, register network as legal entity, Information brochure on network, case study on gender analysis of AKRSP micro hydro-electric programme, technical report on gender and energy in Pakistan, dissemination of findings of technical report, assessment of appropriate energy technologies as they relate to women, communication with print and electronic media to raise public awareness, policy dialogue with private sector energy providers.

  • Seed Funding for GEWNet Nepal in 2005
    ENERGIA has approved seed funding to its focal point CRT/Nepal for activities in strengthening the Gender, Energy and Water Network (GEWNet) in 2005. Among the activities planned for 2005 are: preparing an inventory of organisations/individuals engaged in gender, energy and water; hosting a national gender and energy workshop; developing a GEWNet website; preparing a brochure and newsletters; keeping the resource centre updated; and documenting good practices.
  • Pakistan: Network Experience Sharing Workshop
    7 February 2005, Islamabad, Pakistan
    ENERGIA Pakistan organised this workshop to share its vision and learn from the experiences of other networks. The workshop was attended by 22 representatives (14 women and 8 men) of various organizations in Pakistan and Mr Ganesh Ram Shrestha of GEW Net Nepal.

  • Indonesia: National Network on Gender and Sustainable Energy
    Organised by the Indonesia Stove Network, a stakeholders workshop was held from 24-26 January 2005 in Yogyakarta to initiate a national gender and energy network. The national focal point, as well as steering committee members were appointed.

  • Second Stakeholder Workshop on Review of The 1994 National Energy Policy
    13 –14 January 2005, Lusaka, Zambia
    Zambia is reviewing their 1994, energy policy. The main objective is to make the policy relevant to the change that has taken place in 10 years, especially as regards meeting the millennium development goals. Key to meeting the millennium development goals are issues around gender and how to mainstream them in the review process. Zambia is keen to include all facets of engaging women in development as shown by their Zambia Gender Policy. Energia was invited to participate through Khamarunga Banda, representing SAGEN

  • Providing Gender Mainstreaming Inputs in UNESCAP Regional Project
    The UNESCAP project "Capacity building on integration of energy and rural development planning", launched in 2003, aims to promote rural energy development through capacity building on integration of energy and rural development issues, stakeholder involvement and facilitation of information exchange among stakeholders. Several ENERGIA national focal points have been involved at the country level activities, in conducting training programmes, especially in the area of mainstreaming gender into the national energy and development policies and programmes. At the regional level, Soma Dutta provided inputs to ensure that gender aspects are properly reflected and addressed in the Guidelines on Integrated Energy and Rural Development Policies and Programmes, which were developed under the UNESCAP project.

  • Project Concept for Household Energy and Indoor Air Pollution Initiatives
    With the support of technical expert Dr Grant Ballard-Tremeer and in collaboration with Winrock International, a short project was carried out from March to June 2003, to develop project concepts for household energy and health projects in three regions represented by the ENERGIA national focal points - FOE in West Africa, MEPC in Southern Africa, and the East African Energy Technology Development Network. The project forms part of an ongoing process in which ENERGIA and Winrock are working to build the capability of Southern NGOs to participate successfully in this important field - possibly through the new “Type II” partnerships. The following outputs of the project were delivered:
    • A framework for developing 3-5 page project concepts of household energy/ indoor air pollution initiatives.
    • A framework for developing institutional profiles relevant to the objectives and activities of household energy/ indoor air pollution initiatives.
    • Analytical summary of project concepts developed by three African NGOs. The actual three project concepts themselves and listing of related project ideas of household energy/indoor pollution initiatives accompany this summary.
  • SARI/Energy funding for CRT/Nepal and AIWC
    The project proposal titled, "Enhancing Energy Security Through Awareness and Capacity Building of Rural Women on Energy Management" submitted by CRT/Nepal and AIWC under Round III of the USAID supported South Asia Regional Initiative for Energy has been approved for funding. ENERGIA extends heartiest congratulations to its focal points in Nepal and India for their success in raising funds to take the agenda of gender and energy forward and thanks Soma Dutta for her valuable input as RNC.
  • GEWNet Steering Committee Meeting, Katmandu, Nepal, 2 November 2004
    The main objective of this meeting was to discuss and approve the proposed action plan for GEWNet as part of the ENERGIA Network. The Asia RNC shared experiences from other ENERGIA Focal Points in Asia. Advocacy, documentation of good practices, information exchange were aspects discussed. The three Bhutanese invitees to the meeting were very interested in forming a gender and energy network in Bhutan.

  • Zambia
    A workshop to set up a Gender and Energy Network in Zambia was hosted by the Department of Energy on 6-7 October 2004. The main objectives of the workshop were to bring together organisations that could be part of the network, to choose a secretariat for the network and to come with ideas for projects that could be implemented by the network.

    The Gender Resource Information & Development Centre (GRID) and Lao Women's Union (LWU) organised this National Consultation Workshop on Gender and Energy Networking in Lao PDR. The main objective of the workshop was to select the Lao National Focal Point and Steering Committee for the Lao Gender and Energy Network.

  • ARECOP Planning Technical Advisory Meeting, Hanoi, Vietnam, August 2004
    Several ENERGIA members, also members of ARECOP (Asia Regional Cookstove Programme), were present at this meeting. Soma Dutta, Asia Regional Network Coordinator, made a presentation on ENERGIA and its activities in Asia. She identified common areas that ENERGIA and ARECOP could collaborate on, such as capacity building, information sharing, advocacy events, and development of resource material. The meeting has enhanced the synergy between ARECOP and ENERGIA.
  • National Gender and Energy Workshop - Mali, 29 July, 2004
    By an initiative of NGO Mali-Folkecenter, a consultation workshop for establishing a gender and energy network in Mali was organised. This workshop was the first of its kind in Mali and its main aim was to address the importance of involving women in the formulation of the national energy policy in all levels.

  • Presentation on International Advocacy at EASE Partner Meeting
    Sheila Oparaocha, ENERGIA Coordinator, made a presentation on ENERGIA's experiences in international advocacy at the EASE (Enabling Access to Sustainable Energy) programme partner meeting, held in the Netherlands in June 2004. EASE partners from Bolivia, Tanzania and Vietnam were very interested in learning from ENERGIA's experiences to improve their advocacy and lobbying activities.
  • National Gender and Energy Workshop - Pakistan, 21 June 2004
    The Aga Khan Rural Support Programme, together with ENERGIA, organised this workshop for the establishment of a national gender and energy network in Pakistan. The workshop was held in Islamabad and was attended by 41 participants.

  • Gender Equity Strategy and Action Plan for the Rural Electrification Board, Bangladesh
    ENERGIA completed this assignment successfully and the final report was submitted to the Rural Electrification Board, Bangladesh in May 2004. The Gender Equity Strategy (GES) addresses three main categories of issues, namely organisational issues, increasing gender equity of women employees and rural women's empowerment. Recommendations for implementing the GES at different levels -macro, meso and community levels- are also provided.

  • GEW Net Nepal - Fifth Steering Committee Meeting, March 2004
    CRT/Nepal, ENERGIA focal point in Nepal, hosted this meeting of the Gender, Energy and Water Network. The progress of the network during the last six month period was discussed. This included the gender sensitisation programmes for the improved water mills staff and the gender baseline for the water mills programme of CRT.
  • National Gender and Energy Workshop - Uganda, 30 January 2004
    The East African Energy Technology Development Network (EAETDN-Uganda) hosted the national stakeholders workshop to facilitate the formation of a gender and energy network in Uganda. The workshop was held in collaboration with ENERGIA as a follow-up to the regional African gender and energy meeting held in 2000.

  • Asian Focal Point Meeting - Thailand, 1-5 December 2003
    The meeting was organised in collaboration with the Asian Institute of Technology (AIT). It was attended by 26 representatives of institutions both from within and outside Asia. The main outcomes of the workshop were:
    • the identification of regional priorities, agendas, and structures;
    • the exchange of experiences and understandings of networking at the regional and national levels, within a capacity-building perspective;
    • the identification of potential partnerships with other regional programmes.
