ENERGIA Phase 4
ENERGIA is happy to announce the start of Phase 4 of its programme in early 2007. Core support is provided by the Netherlands Directorate General for International Cooperation (DGIS) under its MFS funding window. The overall goal for the Energy Access programme is to contribute to poverty reduction by providing energy access for the poor. From the total funding received for this Energy Access programme, 2.4 million Euros have been allocated to the Gender Mainstreaming in Energy component, which support actions implemented within the context of ENERGIA. This funding will be used to support the four main strategies:
- Capacity building: building capabilities of development actors to mainstream gender concerns into energy access projects and policies.
- EASE4Women: mainstream gender approaches in rural energy markets and rural energy access projects
- Policy influencing: mainstream gender approach in national energy polices
- Networking: strengthen energy and gender networking at regional, national and international level

First Impressions from ENERGIA on the Intergovernmental Preparatory Meeting (IPM)
26 February - 2 March 2007, New York
Awaiting the final report of ENERGIA's activities at this meeting, we would like to share with you what we think are the main results with regards to gender mainstreaming for the major topics under discussion at the IPM. A good outcome of the meeting was that strong language and concrete policy actions for gender mainstreaming were included in the texts on 'Indoor Air Pollution' and 'Climate Change'. Texts on 'Energy for Sustainable Development' and 'Interlinkages and Cross-cutting Issues' were weak on concrete actions for mainstreaming gender, despite strong efforts by ENERGIA, the Women's Caucus and some of the governments and other stakeholders present to put gender on the agenda. ENERGIA will continue to advocate for inclusion of stronger language and concrete policy actions on these topics when preparing for CSD 15 and at CSD 15 in May 2007. ENERGIA Regional Network Meetings
Towards the end of 2006, ENERGIA held two regional network meetings, one for its Asia Network and one for its African Network. The meetings identified the lessons learnt over the past years, as well as provided an integrated planning for the coming four years. At both meetings participants included two representatives from each of the countries where ENERGIA has a National Focal Point (NFP), members of partner organizations and representatives of the International Secretariat. A new approach used by ENERGIA was to hold meetings in countries were the National Focal Points are present. This proved to be very useful to inform stakeholders within the countries of ENERGIA presence and activities, in particular the Planning Commission of India and The Ministry of Energy in Uganda.
The Asia meeting was held from 1-3 November 2006 in New Delhi, India and hosted by IRADe (Integrated Research and Action for Development). Specifically, the discussions at the meeting provided an opportunity for the ENERGIA Asia Network to view the progress at the national, regional and international levels, strengthen linkages with other regional initiatives and institutions, link national and regional priorities with international commitments, and to kick-start a discussion on monitoring criteria for the regional network and its members. The African meeting was held from 29 November - 1 December 2006 in Kampala, Uganda and hosted by EAETDN (Eastern African Energy Technology Development Network). The discussions were centered around: review of progress of the African Network, assessment of capacity needs of the network, planning for the next 3 years, and discussions on the network's structure and policies.
