Energy for Development Conference, 13-15 December 2004, Noordwijk, The Netherlands
This conference was convened as a follow up to the WSSD with the objective of accelerating the implementation of energy-related policy issues in Johannesburg Plan of Implementation. Sheila Oparaocha (ENERGIA Coordinator) and Soma Dutta (Regional Network Coordinator, Asia) participated at the International NGO Conference held prior to the main conference and ensured that the gender and energy aspects were given attention in the NGO statement. This statement was presented at the Ministerial Conference by Sheila Oparaocha, on behalf of all the environment and development NGOs. ENERGIA is pleased that the actions to actively engage women in energy programmes and policies is clearly recognised in the recommended list of actions.

Launch of Gender and Energy Toolkit and Resource Guide
The toolkit was launched at a side event organised by ENERGIA and UNDP at the Energy for Development Conference on Monday 13 December 2004. Representing Sida, who provided funding for this initiative, Anna-Karin Municio opened the event. A video on the Mali Multi-functional Platform was screened as a successful case in gender and energy, thus setting the pace for the event. Susan McDade of UNDP presented gender and energy in UNDP, whilst Joy Clancy presented the toolkit and its potential uses on behalf of ENERGIA. A joint publication of UNDP and ENERGIA, the toolkit is designed to help planners and practitioners integrate gender and energy considerations into development programmes, including those focusing on energy improvements.

Regional Network Coordinator for Africa
ENERGIA is pleased to announce that Fatma Denton of ENDA Tiers Monde in Senegal has been appointed as Africa Regional Network Coordinator. A three-member review committee comprising of regional representatives went through a comprehensive review process before making the selection. With her expertise in gender, energy, environment and climate change issues, Fatma will play a key role in strengthening the Africa Gender and Energy Network.
GEWNet Steering Committee Meeting, Katmandu, Nepal, 2 November 2004
The main objective of this meeting was to discuss and approve the proposed action plan for GEWNet as part of the ENERGIA Network. The Asia RNC shared experiences from other ENERGIA Focal Points in Asia. Advocacy, documentation of good practices, information exchange were aspects discussed. The three Bhutanese invitees to the meeting were very interested in forming a gender and energy network in Bhutan.

National Training Workshop on the Integration of Energy and Rural Development Policies and Programmes, Sri Lanka, October 2004
This workshop was organised, from 15-17 October 2004, by the University of Peradeniya and the Energy Conservation Fund of the Ministry of Power and Energy with sponsorship from UNESCAP. ENERGIA NFP in Sri Lanka, NANEGE, coordinated the workshop. Thirty-seven participants from government ministries and departments, NGOs, the private sector and academia attended the workshop. In the session on gender mainstreaming in energy policies and programmes, Anoja Wickramasinghe examined the concepts of gender analysis and gender mainstreaming, and presented a stepwise procedure for promoting gender-responsive projects, policies and programmes that cut across local, provincial and national levels. The participants found the workshop a stimulating first step in working towards a national strategy for energy integration in rural development policies and programmes.

Presentation on Gender and Energy Policy Formulation in Botswana
Nozipho Ditlhale of the Botswana Gender and Energy Network made a presentation on "Relationship between research and policy making in the energy sector: a gender perspective" during a seminar organised by GDN/AFREPREN at the University of Botswana on 18 October 2004. The presentation was very well received by the policymakers, researchers and AFREPREN representatives at the seminar.
Development of New Energy Policy by Sida - Consultation with partners
Wendy Annecke and Joy Clancy represented ENERGIA at Sida's consultative workshop to develop a new energy policy for the next five years. Three themes were addressed - energy and poverty, energy and environment, and reform - with background papers circulated ahead as discussion starters. Among an audience of energy experts and funders, whose interests lie mainly in large-scale infrastructure and the commercial uses of energy, ENERGIA was able to bring in gender and domestic energy issues to the fore. ENERGIA will comment on the draft report to be circulated in January 2005.
Coopener funding for strengthening ENERGIA Africa Network
The proposal titled, "Turning Information into Empowerment: Strengthening Gender and Energy Networking in Africa", submitted by ENERGIA to the EU under the Coopener call for 2003 has been accepted. The main activities under this proposal are: development of gender and energy training packages; conducting three sub-regional training of trainers workshops; conducting 12 national gender and energy workshops; gender audits of energy policy in three countries followed by national advocacy; dissemination of information at national and regional levels. The planned activities will begin in January 2005.

SARI/Energy funding for CRT/Nepal and AIWC
The project proposal titled, "Enhancing Energy Security Through Awareness and Capacity Building of Rural Women on Energy Management" submitted by CRT/Nepal and AIWC under Round III of the USAID supported South Asia Regional Initiative for Energy has been approved for funding. ENERGIA extends heartiest congratulations to its focal points in Nepal and India for their success in raising funds to take the agenda of gender and energy forward and thanks Soma Dutta for her valuable input as RNC.
Gender and Energy Consultation Workshops
Laos
On 6 October 2004, the Gender Resource Information Center (GRID) in cooperation with the Lao Women's Union (LWU) hosted a national gender and energy consultation workshop in Vientiane. Twenty-nine participants attended the workshop, mainly from the government sector. The workshop had three major sessions: presentations by each participating organisation on its gender and energy activities; a presentation on ENERGIA by Soma Dutta, Asia RNC; and one focussed on identifying gender and energy priorities for the network. GRID was elected as the National Focal Point with a steering committee consisting of some of the organisations present. GRID was mandated to prepare the necessary documentation and to submit it to the President of LWU for approval, after which the members of the steering committee would be formally accepted. Zambia
A workshop to set up a Gender and Energy Network in Zambia was hosted by the Department of Energy on 6-7 October 2004. The main objectives of the workshop were to bring together organisations that could be part of the network, to choose a secretariat for the network and to come with ideas for projects that could be implemented by the network. The Deputy Minister of Energy and and Water Development, the Hon. Alex Musanya, officially opened the workshop, followed by several presentations on the topics: gender and energy situation in Zambia; mainstreaming gender in energy for sustainable development; overview of the gender policy; energy and the role of women in Zambia. These topics were then discussed in small groups. The Department of Energy was chosen as the secretariat for the network and a five-member interim committee was set up to spearhead the network's activities. The participants then brainstormed on project ideas in three groups: Rural transport and economic empowerment; National energy policy and development of an energy inventory; Linkages between population, HIV/Aids and energy and lack of awareness.

ENERGIA News
ENERGIA is looking for interesting case studies for the theme issue on Gender, Energy and Water to be published in early 2005. The issue will look at how energy in the water sector affects health, economic opportunities, empowerment and security for both women and men, within the overarching goal of poverty reduction and sustainable development.

World Renewable Energy Regional Congress and Exhibition, 17-21 April 2005, Jakarta, Indonesia
Organised by the Indonesian Renewable Energy Society in conjunction with World Renewable Energy Network (WREN) and Asean Center for Energy (ACE), this conference hopes to foster closer and mutually beneficial cooperation between the countries that currently command renewable energy technologies and those that have abundant renewable energy resources. Gender, Energy and Poverty will be one of the six plenary sessions and also a workshop theme. Several ENERGIA members will be among the speakers.

Women Empowerment, Literacy and Development Organisation (WELDO)
WELDO is a non-profit, non-religious, all-women NGO working since January 2003 in Pakistan with two main objectives, namely establishing linkages/partnerships with organisations around the world so as to carry out development activities without borders and carrying out projects with the participation of women and not for women. In the focus area "Environment rehabilitation and conservation" the NGO hopes to implement projects related to energy conservation and renewable energy. WELDO has also established a network of 30 Pakistani partners and offer membership to other like-minded organisations.

Light Up The World Foundation (LUTW)

Gender and Climate Change at CoP 10, Buenos Aires, Argentina, December 2004
"Do women see both the risks and the solutions to climate change in a different way from men?" This was one of the main issues debated by a group of men and women from developed and developing countries during the side events on gender and climate change at CoP10 organised by LIFE, WECF, ENERGIA and ETC Foundation. Mainstreaming gender into the climate change regime is a paper that summarises the issues discussed at these side events and can be read on the ENERGIA website.
Clean Household Energy for India: Reducing the Risks to Health
World Bank/ESMAP 2004
This booklet is based on two studies of the World Bank, namely, India - Household Energy, Indoor Air Pollution and Health (2002) and India - Access of the Poor to Clean Household Fuels (2003). The booklet discusses the dangers of biomass fuel smoke and continues to analyse exposure to biomass fuel smoke in rural India by fuel type, by type of household members, and by kitchen type in solid-fuel households. Changing household energy patterns through options such as behavioural change (keeping children away from smoke), better kitchen ventilation and location, more efficient stoves and the use of cleaner fuels is described. Issues such as subsidies as a means of stimulating change to cleaner fuels and options for cleaner burning of biomass are discussed extensively. Recommendations for tackling the problem of indoor air pollution through multi-stakeholder interventions are offered.

Poverty alleviation: integrating the gender and energy perspective (PAGEP), 10-14 October 2005
This 5-day training course is organised by Management Development Foundation (MDF) and ETC Foundation in the Netherlands. Gender mainstreaming - from programmatic to organisational transformation (featuring the gender audit of Interaction's CEDAW), 14-25 November 2005
Designed for senior and mid-level development leaders, managers and professionals, this course builds on: 1) a review of experiences in mainstreaming gender within their organisations, programmes and projects; 2) an introduction to various tools for gender mainstreaming; and 3) focus on use of the gender audit tool developed by InterAction's Commission on the Advancement of Women (CAW) to deepen understanding of gender mainstreaming efforts within organisations. The gender audit focuses on the dimensions of political will, technical capacity, accountability and organisational culture as part of a holistic gender integration framework. The World Bank's DM programme is calling for proposals for 2005 under the theme, "Innovations for livelihoods in a sustainable environment". The World Bank expects to award at least US$ 3m to winning projects. Proposals will be accepted until the 21 January 2005 and finalists will be announced by 30 March 2005.
