Outcomes ENERGIA Phase 1

ENERGIA Phase 1 started in July 1996 and, including a topping-up phase, ended in December 2000. This first phase was completely funded by DGIS.

The immediate objective of the project was to lay the basis for increasing the credibility of, and activities on, women and energy in mainstream energy organisations, through a network and a newsletter. The main outcomes of this phase were:

  • A Secretariat, set up to facilitate and implement activities. These activities saw an expanded Southern participation.
  • An ENERGIA Support Group, consisting of individuals globally active in gender and energy initiatives, was set up to advise ENERGIA on strategy and programme issues.
  • By the end of this phase, seven issues of ENERGIA News had been produced, with more than 900 subscribers. Over half of the articles were contributions from the South.
  • Partnerships with national and regional institutions in Africa, Asia, and Central America were established. This involved the development of new or complementary activities, such as advocacy and advisory services, the formation of national and regional networks, and training. These activities were often funded by third parties such as Winrock International, NREL/US, UNDP/SEED, UNIFEM, ESMAP/World Bank, and ISES.

Towards the end of Phase 1, the Support Group recommended a number of new or expanded activities for the ENERGIA Secretariat and network, to reflect the substantial increase in demands from energy organisations and members for ENERGIA services. Seven work areas were identified that would form the basis of ENERGIA's proposed programme for Phase 2:

  1. Formalisation of the Secretariat;
  2. Continuation of ENERGIA News;
  3. ENERGIA Resource Centre;
  4. Advocacy and advisory services;
  5. Regionalisation;
  6. Capacity building; and
  7. Research and case studies.
